Heading size format filter broken

Problem/Motivation

Some of the heading size styles aren’t making their way to the rendered page.

Steps to reproduce

With a pretty big filter format definition, add several headings to the same CKEditor. After saving, the classes should show up in the markup on the rendered page, but they don't.
