Notify Admin of purged users

Problem/Motivation

It's nice that the module logs users that are purged, but I've received a request that the site admin be sent an email listing the purged users.

Proposed resolution

This strikes me as a generally useful option, so I've set that up as an additional option on the configuration form. If the checkbox is checked, when users are purged, an email will be sent to the site administrator listing their usernames, emails, and user IDs.

Remaining tasks

Submit a merge request and/or patch with the changes. (I've already tested the code on a local system.)

User interface changes

Adds a checkbox (Notify Admin) on the settings form (/admin/people/purge-rule)

Data model changes

Adds a new settings key = send_admin_notification

    I was able to create a branch. Supposedly I have push access, but I can't actually push the changes.
