Allow tax rate for the entire invoice

Problem/Motivation

In the Invoice Ninja API, you are able to set a tax rate on every line item. You also can set it on the invoice directly, so the tax rate will be taken for the entire invoice.

Proposed resolution

The solution is not yet 100% clear, but we want to offer a configuration, how the tax rates should be set.
