The submodule salesforce_oauth cause Recursive router rebuild detected.

Problem/Motivation

I have the subModule salesforce oauth installed and when i try to enable another module, it throws an exception "Recursive router rebuild detected."

Steps to reproduce

1. Enable and configure module salesforce and salesforce_oauth
2. Install another module using composer like search_api_solr, captcha, or language_access
3. Try to enable one of those modules.
