Move blocks building logic to service

Problem/Motivation

By now, more than 80% of area and field plugins share the same code. We need to move this code to a separate service to improve it.

Steps to reproduce

Investigate ViewsBlockArea.php and ViewsBlockField.php files.

Proposed resolution

Create a ViewsBlockCreate service that will maintain all the shared logic.
