Add @container/view to Views template

Problem/Motivation

Rather than using viewport for our 'breakpoints', let's wrap the view in a `@container/view` wrapper so we'll use container query.

Proposed resolution

Update sector_theme/components/view/views-view.html.twig with 

container__classes: [
    '@container/view'
],
