link render element doesn't accept attributes, what a mess !!!
We need:
- to avoid this render element in previews as you did in this ticket
- to create an issue for Drupal Core

Our maybe update our implementation of add_class & set_attributes filters to add attributes to https://api.drupal.org/api/drupal/core%21lib%21Drupal%21Core%21Render%21... using https://api.drupal.org/api/drupal/core%21lib%21Drupal%21Core%21Url.php/f... ?

As discussed, the problem is that type link needs a URL object in #url.
Previously there was a pattern preprocess which was handling that, it had been removed.So no need to create core issues.
