Fix incorrect version for varbase_layout_builder in composer.json in the 9.1.0 released tag

Problem/Motivation

There is no release ~9.1.0 for varbase_layout_builder
"drupal/varbase_layout_builder": "~9.1.0 || ~10"

Proposed resolution

Update the composer.json as follows for the 9.1.x branch
"drupal/varbase_layout_builder": "9.0.x-dev || 10.0.x-dev"
keeping that as a reminder before tag releases

When the Varbase 9.1.1 tag is released
it will be like the following in the tag release
"drupal/varbase_layout_builder": "~9 || ~10" to keep it open

Only to support very old sites
