Show some message when cloud block is empty

In "admin/config/gutenberg-cloud" is not showing anything when the cloud block is empty.

At least, we need to show some message in the exceptional case.

Hey Revathi, Seems like you are credit farming the wrong module, this is gutenberg_charts module, it's not really related to Gutenberg cloud.
