Add filter to show modules with Module Usage comments

Problem/Motivation

It would be useful if you could filter out modules that don't have any module usage comments attached.

It would also be good to be able to only show ones that don't have comments so you can fill in missing ones.

Proposed resolution

Add an option to the Modules page below the "Filter by name or description" box. Possibly radio buttons or drop-down containting, "Show all", "Show only modules with comments", "Show only modules with no comments".
