Add permission to view "More options" link

Problem/Motivation

I use this module in combination with Layout Builder Restrictions → and often have users that can only use inline content blocks. This makes the "More" button confusing because these users can only access options in the drop down, so "More" just sends them to "Create content block" which loops back to the options in the drop down.

Proposed resolution

  1. Add a permission: "View 'More options' link"
  2. Check if current user has permission before adding $links['other'] in src/LayoutBuilder.php
