Users with access taxonomy overview permission cannot access admin/structure

Merge request 6234 is based on MR 6100 against 11.x for 🐛 Admin page access denied even when access is given to child items RTBC , but doesn't include the tests.

It seems to work as expected from some very limited testing so far.

The Needs Review Queue Bot → tested this issue. It fails the Drupal core commit checks. Therefore, this issue status is now "Needs work".

I'm assuming the fix in 🐛 Admin page access denied even when access is given to child items RTBC fixes this issue as well? If so, you can close this as duplicate. Fixes like this will be committed to 11.x first and then backported to 10.2.x

Yes - it does seem to be the same issue, and the equivalent fix seems to address it.

Adding a patch here from the MR provided above just so anyone can use in their builds.
