tacjs_log library should depend on tacjs/tarteaucitron.js

Problem/Motivation

tarteaucitron-log.js uses the tarteaucitron global variable so it should always be loaded after tarteaucitron.js

Steps to reproduce

I could not reproduce consistently.
When disabling JS aggregation, I sometimes see the files loaded in the wrong order (but not always).

Proposed resolution

The tacjs_log library should depend on tacjs/tarteaucitron.js
