Extends the scope of this module

Problem/Motivation

Hello,

This module has a single block plugin, and its name ("UI Suite DSFR footer top") suggests it will stay like that.
We are missing an opportunity of hosting other ideas about DSFR related plugins, and we are risking a fragmentation of the ecosystem with new modules proposing other plugins.

Moreover, the ui_suite_dsfr_footer_top block may not stay, because its feature may be a duplicate of the new ✨ Add links setting type Needs review which will be shipped in the beta6: 📌 [beta6] Replace PHP hooks by more themer-friendly solutions Needs review

Fortunately, "ft" means also "Features" in the Drupal world.

Proposed resolution

1. Rename the module as "UI Suite DSFR Features"
2. Rewrite ui_suite_dsfr_footer_top once UI suite DSFR beta 6 is released.
3. Welcome contirbution ideas

API changes

Renaming is safe, but website using the block may experience a compatibility break.
