Unable to place Webform Block on Drupal 10.1.7 or 10.2.2
Go to Structure > Block Layout. Select place block, then select Webform. Enter Title, Webform and Save Webform. None of the options selected saves to the block. When checking the configuration, the webform is blank and title reverts back to Webform. When checking error logs, there's a warning message indicating "The "block_content:3abf5532-65c7-418c-94fe-90d2cfb8b4cc" was not found."
I checked this on 10.1.7 and 10.2.2.
However, I was able to place a webform block on 10.1.

User interface
I am not able to replicate this issue.
I suspect the error is related to missing block content and not a webform block.
