Problem/Motivation

Modernizr is no longer needed and it's creating problems with repaint on page load.
It's set to be removed on D11 from core https://www.drupal.org/project/drupal/issues/3239980 📌 Deprecate Modernizr Fixed

Proposed resolution

Remove Modernizr from the theme.
Disable the core library from loading
