All entries in the node_access table get deleted when running node-access-rebuild-progressive

+1 to RTBC. The issue is real, and the patch resolves the problem.

I just want to reinforce what @dwebpoint says above — this bug breaks the central functionality of this module. Without this patch, all node_access_entries are deleted before any rebuilding begins, just as in the core rebuild behavior.

Converted the patch into an MR in hopes that'll help move this forward.
