I have tried to accomplish the requirement of when a new paragraph is added to the default translation (English), it is unpublished in all other translations. This is required so the paragraphs are not displayed, with the English text, in other languages until the paragraph has been translated and the Published checkbox checked.
Can you point me in the right dirrection?

Patch #21 worked for me with this issue.
