Restore test runs

The tests are not running because our test configuration is obsolete. This has been so for a long time, the last test ran in 2021.

Our test configuration is set to use Drupal 8.9 on PHP 7.3. Let's update this to the currently supported Drupal 10 on PHP 8.1.

Since the tests haven't run for years, they are currently failing. When running the tests on Drupal 10 I am getting errors:

Unable to install modules: module 'webform_rest_test' is incompatible with this version of Drupal core.

Merge the MR to add support for Drupal 10.
Go to https://www.drupal.org/node/2854742/qa → and click "Edit" for the 4.x-dev test configuration.
Choose a currently supported test environment (suggestion: PHP 8.1 & MariaDB 10.3).
Choose a currently supported Drupal core version (suggestion: Drupal 10 Stable Release).
Set the schedule to " Run on commit and for issues", replacing the current configuration.
Press "Save & queue"

I'll close this in favor of this " #3443946 Switch to Gitlab CI ✨ Switch to Gitlab CI Needs review " fix, it fixes the tests and enables the switch to Gitlab CI.
