Page title is not translatable

Problem/Motivation

"Privacy policy page title" and "Privacy policy text" translation were enabled on "FZ152 Privacy policy page" tab at "/admin/config/regional/i18n/variable" page.
Translation of Title and Text were added on "/admin/config/system/fz152/privacy-policy-page" page.
But finally Title remaind untranslated, cause set directly in hook_menu().
