Rework mechanism for tracking subscriptions sent over time

Problem/Motivation

The current solution for tracking subscriptions over time was tacked on as an afterthought when I first created this module. I'd like to rework this into a more usable format, with some reporting pages so admins can actually view this data without having to write their own custom modules and database queries.

Priority for this is low.
