Separate footer style and layout SASS rules

Problem/Motivation

We have some basic out of the box footer layout CSS solution which is fine for simple to medium complex footer layout requirements. However for design footer layout request that is too different from out of the box layout basic rules are getting into the way and we need to do too much CSS overrides.

Let's split footer SASS rules into two partials, one for styles and one for layout. Then child theme can easily remove base theme layout rules when needed.

Here is a patch, styles are kept into the partials/_footer.scss so we do not need to write additional update code.
