Change paragraphs_form_field_storage_config_edit_form_alter() to only discourage paragraph target references, not disallow

Problem/Motivation

Currently we completely remove the option.

But I've had two cases myself with valid use cases to reference other paragraphs and on 10.1 and lower, it just means you need to manually create it and then can't edit the field storage settings anymore. But in 10.2, you can't even edit the field anymore then.

The new field UI puts the Paragraphs option up front and makes it very visible, that seems sufficient to just mention it then.
