Drupal 9 is no longer supported so I think we can safely move drush services deifinition to the general services.yml file.

I would have left it in the
drush.services.ymlso you would just need to remove the file later when drush 11 support will be dropped instead of removing some lines in the general services.yml file Automatically closed - issue fixed for 2 weeks with no activity.
