Using SortableJS to move blocks makes a lot of sense for Layout Builder because the regions are always on the screen. It can be a bit confusing for users where a block is going to be placed on screen with LB+ because the regions are aren't shown. It's especially confusing (even to me sometimes) when using nested layouts. Let's standardize on using drop zones for all the drag and drop actions since they reveal where section and regions are.
