Add debugging page

Users post issues without context and troubleshooting is harder.

Add ldap (anonymized) settings on the debug page so site builders can post debug data.

ldap user:
- Replace 'test' links.action with links.task
- Changes urls
  - admin/config/people/ldap/user_drupal to admin/config/people/ldap/user/drupal
  - admin/config/people/ldap/user_ldap to admin/config/people/ldap/user/ldap
ldap_server:
- Adds sub tabs to Debug for settings and the debug report
- admin/config/people/ldap/debug/report
