Saving an element breaks page scrolling on build page.

Problem/Motivation

When saving edits for an element on the webform's build page you are unable to scroll up/down on the page until you open and close the edit dialog box for another element without saving or if you reload the page. This is a minor issue for sure since refreshing the page allows you to scroll again, but it is still a tad annoying in cases where a webform has many elements and several need to be updated.

Steps to reproduce

  1. Create a new form.
  2. Add elements to the form until you need to scroll the page to see them all.
  3. Edit any element and click save in the edit dialog.
  4. Try to scroll the build page up or down and it will not scroll.
  5. Edit any element and close the edit dialog instead of clicking save. Alternatively, reload the page.
  6. Try to scroll the build page up or down again and it should now scroll.

    Please provide the YAML of a form that reproduces the bug, tell us which web browsers are affected, and note any errors in the web browser’s dev tools console.

    I can't reproduce this issue with the Claro admin theme.

    I am pretty sure the problem is being triggered by your admin theme or another module.
