Modartion state field is marked as Translatable and can't be uncheck

Problem/Motivation

Field moderation state should be Translatable or not. Sometimes we need one moderation state per all translations, sometimes per every language separatrly

Steps to reproduce

Add content moderation to content type and go to admin/config/regional/content-language, find content type and try uncheck Translatable checkbox then save config page, nothing happens.
