Add a confirmation step in drush quant:clear-queue.

You can run `drush quant:clear-queue` without confirmation.

Cleaning up the GitHub issues so porting this to here:

Kristens-MacBook-Pro:quantcdn kristenpol$ ddev drush quant:clear-queue
Removed all items from Quant queue.

Add a confirmation step and all -y to do without confirmation.

User will see confirm before clearing queue.
