Problem/Motivation

🐛 Media Type links in Media Library modal missing vertical tabs styling in Claro RTBC

Listed in the MR
Vertical Tabs CSS3 variables are shared between the vertical tabs and media library.

But changed by not putting them into the general root: variables

Proposed resolution

Add a local patch for Drupal core on 🐛 Media Type links in Media Library modal missing vertical tabs styling in Claro RTBC
Move the variables to the root: in general variables
Need to make it work with Back-end default Claro theme
and keep that to work too with other Front-End themes like Vartheme starter-kits or sub themes
Needed while editing for basic a Editor user, or while working with the Edit Layout with the layout Builder and any modals
