Translation quick fix: button label 'Next' should be translatable

In a non-English Drupal installation, the form button 'Next' should be translated.

Call the t() function.

For English sites: none
For sites in other languages: a correctly labelled submit button

Well, actually, here it is. Hopefully. The UI for Drupal issues is not the most intuitive.
