What would Add the navigation path to this module in the documentation. mean? Does that mean where the module files are, or something else? There is no navigation path associated to modules. There are eventually one or more pages that are associated to a module, including documentation pages shown on a site that runs that module.

This is written at the starting of page: "The Custom Block module allows you to create blocks of content, which can be placed in regions throughout the website" So Adding the navigation path, from where we can create blocks of content.
