MetaMenuConfig::calculateDependencies calculates menu dependency incorrectly

Problem/Motivation

The dependency for the menu is calculated incorrectly. I checked when the logic was introduced and it was in 2017 after the module was ported to D8. So this has been wrong for a long time. Let's fix it.

Steps to reproduce

Enable config schema validation and the menu dependency fails validation in Drupal 10.2.
