Switch to simple config update provided by Drupal Recipes for default optional user roles

Needs to have the user_redirect.settings before we use the simple config update do any work
the one provided by Drupal Recipes
Needs a check and create config on the faly.
The user_redirect.settings is going to be only create on the first save from the UI

Moved user_redirects.settings.yml file from config/optional to config/install in Cucumber Core
To Allow for the cucumber user roles recipes to work
