Right now, the 2.1.0 release is not functioning.
An easy work around is to install 2.1.1-alpha1.
Note: must run composer require 'drupal/simple_image_rotate:^2.1.1@alpha'.
Running with just ^2.1@alpha (and not ^2.1.1@alpha) did not work for me.
Install module.
No rotate icon is added because the `instanceof` check fail.
