Problem/Motivation

Drupal\Tests\system\Functional\Form\ModulesListFormWebTest     6 passes                                      
Drupal\Tests\help\Functional\HelpTopicSearchTest               3 passes                                      
Drupal\Tests\forum\Functional\ForumTest                        4 passes

These are the last three finishing tests in the slowest functional tests job, so if we move them to the start, we may get overall faster test runs.
