Add Webform support for Workflow

I cannot reproduce the issue.
Please provide more detailed instructions.

- Install contrib(!) Workflow, Webform and Webform UI modules
- Create new Webform.
- go to 'Build' tab, [Add element] --> Workflow is no tin the list.

This is not supported yet, despite several such issues in the past 15 years. So changing to Feature request.
