Add GitLab CI

I already added the base configuration into the 2.x branch, although I now wonder if the pipelines would have ran if I created a merge request sooner. Anyway, the merge request represents the deviation from the default template file.

BTW, I'd say the jobs resulting in warnings are prime candidates for follow-up issues; this is just about getting stuff moved over to GitLab.

I've reviewed MR15, and it successfully adds the GIT CI template to the project. However, the pipeline flags numerous code style errors. But these issues can be addressed in a follow-up task/issue. Lets setup the pipe line in repo first.
