Add `--allAcls` to fsac

Problem/Motivation

Currently the FSA "clear" function in the admin module will not run against _all_ listed ACLS - the suggestion here to to add the `--allAcl` functionality to this command, in the same way it appears in other admin commands.

Add the filter.
