When interacting with ME, I may want to move a component to a different area on the page. Unfortunately, the outlines are not always visible, and don't always become visible when I have my component selected and ready to move
Bare minim all layouts and all components should have an outline when one is trying to be dragged via mouse or keyboard arrow keys
Ideal solution would include a toggle to show all outlines and no outlines in a static state. Some users, especially new users (me for example) who do not have crazy amount of content on pages could benefit from showing outlines all the time
