Adjust help text for Google Tag ID(s) field

The help text for the Google Tag ID(s) field at /admin/config/services/google-tag does not reflect the current Google Tag/Google Tag Manager formats that can be used with this field.

The current help text indicates that the following Tag formats can be used:
UA-xxxxx-yy
G-xxxxxxxx
AW-xxxxxxxxx
DC-xxxxxxxx

Changes:
1. Remove "UA-xxxxx-y. Universal Analytics (UA) was retired by Google July 1, 2023. UA- tags are no longer valid.
2. Add GT-XXXXXX. Per Google, this is the current tag format for tags created in Google Tag Manager. Kieran has tested that this tag format does work with the Google Tag module and successfully feeds analytics data back to Google Analytics.
3. Add GTM-XXXXXX. This is the format for Google Tag Container IDs and these have also been validated to work with this field in the Drupal module.
4. Change the term "Web Property ID" to "Google Tag" as that is the current terminology used by Google.
5. The instructions in the sentence about where to find your measurement ID are also out of date and no longer accurate for GA4.
5. The link to "Fine more information in the documentation" links to UA documentation which is deprecated. This should be repointed to: https://support.google.com/analytics/answer/9539598
