CKEditor: Add Language menu item once Drupal 10.2 merged

Problem/Motivation

Users need to be able to highlight text in the WYSIWYG editor and wrap it in a lang="mi" from a menu item.
The current Language menu item, doesn't contain te reo Māori as an option.

We want to make sure that custom language 'lang="mi"' is on the allowed list for all text formats.

Proposed resolution

Merging Drupal 10.2 will include the fixes to the Language widget menu item which allows the site's configured languages to be chosen.

Add: to the Source Editing option.

Note: We'll also need the embedded content fork's fix that's still to be merged, in order to more easily add the Language widget to the menu bar.
