Mail::formatDisplayName() is deprecated in Drupal 9 and removed in Drupal 10

Since the tests were failing, I took a different approach in this MR from the first patch I provided, and followed how commerce core is formatting email from headers in \Drupal\commerce_store\Entity\Store::getEmailFromHeader()

Also cleaned up some code formatting when I was in there.
