Add more details to "Delete everywhere"

Problem/Motivation

I think i want to enable this option, but the helptext does not help deciding:

Allow deleting votes to someone else's entity when owner user of this votes is deleting.

Maybe this is due my bad school english, but what is he deleting? Can you give a more precise example?
