[beta6] Missing License URL for dsfr library

Problem/Motivation

The DSFR library, when defined as a drupal library, has a missing information : license URL.

it generates a PHP warning when asset aggregation is enabled in Drupal 10.1

Warning: Undefined array key "url" in Drupal\Core\Asset\JsCollectionOptimizerLazy->optimizeGroup() (line 174 of core/lib/Drupal/Core/Asset/JsCollectionOptimizerLazy.php).
