File exceeds the maximum allowed size error message not showing.

Hi, If no one is working on it currently, I can start on this.

This is very likely not a webform/code issue but a backend issue that is triggered by the server configuration.

This almost seems like #3142397: Error case missing on file size limit → or one of its related issues.

This is either a core issue or I am pretty sure there is a duplicate ticket.
