Add a route for easier linking to specific setting forms

Problem/Motivation

Currently, settings edit forms are standard entity edit forms, which means their urls contain the entity ID. This makes it hard to hotlink to specific settings.

Proposed resolution

Add a route using which you can link to a specific setting entity type/bundle combination without knowing the entity ID. These urls can also be used in the automatic menu links, to make sure any copied urls are clean.
