Add permissions to set the class

AstonVictor → changed the visibility of the branch 3407855-permissions to hidden.

Created a new MR.

Added a new permission to access class fields.
Let me know if we should add an update hook to enable permission for auth users.

I couldn't get the MR patch to apply (and couldn't figure out how to commit to that feature branch), so i re-rolled this.
