Tarteaucitron language files are sometimes loaded before tarteaucitron library

Problem/Motivation

Tarteaucitron translation files like tarteaucitron.fr.js are sometimes loaded before the main tarteaucitron library file which causes a javascript error.

Steps to reproduce

Not easy, hopefully I got one configuration failing everytime on one of my development server.

Proposed resolution

Quite easy hopefully, add a dependency on the main tarteaucitron library file to force loading ordering.
