There seem to be many things in the module that could use some improvement and optimization. I hereby offer to maintain this module and here are some of the things that I have in mind:
* Remove non-config data from config.
* Use Drupal services instead of functions.
* Create a Drush command.
* Provide optional cron integration. Doing this will probably make the db_maintenance module redundant so the community can focus their effort on optimizedb.
